Why Can’t Some One Call Me?

We have FIOS digital voice. We have a friend who can’t get through. He says “PHONE RINGS ABOUT 6 TIMES THEN IT SOUNDS THAT A FAX IS PICKING UP THE CALL”.

I have Do not disturb OFF because originally, I couldn’t get it to work correctly.

Obviously, he is not on the call block list.

First things first, why can’t he get through?
