cannot call a specific number from my land line

There is a phone number that I can call from my cellphone, but when I try to call it from my landline, it will not work.  The phone number that I am trying is (802) 254-9400.  Where does the problem lie?  With the Verizon landline system, or with the phone company on the other end?

Another possibility is the phone.  Some years ago I experienced a similar problem and after much back and forth with the phone company, the fault turned out to be my telephone.
