flaky incoming calls... no rings.... sometimes?!?!

My Fios phone line is not working reliably.  I can make outgoing calls without any issues.  but incoming calls sometimes work and sometimes dont.  The people that are calling me basically get no ringing or dead air... sometimes if they hold long enough ... say 30 secs then it starts to ring sometimes.  I've did the same test with my verizon cell phone and i get the same issue.  i tried the test with an at&T line and it seems to work... not sure what this could be.   I did all the standard unplug all your phones, etc...

It's been going on for a few weeks but i didnt think anything of it when people said they couldnt call me... since when i tried it it seems to work at the time... but this time i was able to recreate the issue with my cell calling my fios phone.

Any ideas on what this could be?
