Dialing 1 should not be required. At least I have never had to do it.
Dialing the area code is becoming more common and it was a requirement on my previous carrier. As area codes run out of numbers and new area codes are created, I suspect phone companies find it easier to treat phone numbers as 10 digit numbers rather than 7 digit numbers with an area code.
