The home phone has no dial tone but do have dsl service. Did the trouble shooting that was suggested and still nothing. went as far as changing wires at the network connection again still nothing. any ideas??

If your DSL is working your line is probably fine. Most likely an issue at the Verizon central office. If you do not have voice, you may find that you can use the chat service on the contact us page. This is a peer to peer community even though Verizon does participate, you need to contact them directly.
