phone--lots of static, hard to hear--sometimes clears up-sometimes phone goes completely off

My phone is very static--sometimes it loses its dial tone after a call, this has been going on for a week.  Last time (10years maybe?) we had this problem there was water in the street hole where the fios/phone sources are.  this may be the problem.
