***Announcement: Early next week, we’ll be merging the current Fios and Wireless Communities into the all new Verizon Community! Beginning the evening of Sunday 12/4, both Communities will be placed in read-only mode. You’ll still be able to visit the Communities and browse content, but login will be disabled. What country are you in? And which device? You may need to change some settings on your phone to enable the mobiel services.

Try going to Settings > More > Mobile Networks and verify you have global data roaming enabled.

Also make sure you have Network Mode set to Global, and try power-cycling the phone if you haven't since entering the country.
