Alexa not finding devices

I have all the required DVR services and the right STB to enable this skill, but after rebooting my router and STB i am still unable to link the box to Alexa. It looks discover devices but returns no results. I have also removed the STB from my Harmony hub and still cannot connect. 

I see threads about this issue fron when the skill was first launched, but wondering if any other tips are available.

STB doesn't need to be on Harmony hub to use FIOS skill.

If you use the FIOS TV app, can you connect to STBs?

Do you have any special network setups (ie second router besides FIOS or non standard router)?
