If you call *611, you can follow the prompts to find out how to activate a device and move your balance over. I don't know the exact order of numerical prompts, but I do know the info is there as I called last week about another issue and my prompt was just after that one in the order.

You are correct about the prompt. However, the issue is that you cannot, in fact move to a new device without again paying. This was explained to me via online chat with a Verizon rep. And I cannot get an actual person via *611.
