I have the Ellipsis Verizon Ellipsis® 7, version 4.2.2. I will not sync or update. It says to enable mobile background data when I go to Google Play to install updates and my emails will not sync. Solutions?

My gmail accounts would not sync. I am able to go online and surf the web.
I thought I might need updates but am unable to access Google play because

I'm using it off the 4G connection but have also tried it on WiFi and same
results. Nothing has synced since September 26. I remember trying to reduce
the amount of data it was using because I have been using it as my mobile
hotspot.
