Samsung 4G LTE Hotspot No 4G or 3G!

My device is showing no 4G service (here in Orlando where i normally great service) and while the 3G light is on, it's crawling way below 3G - the speed test won't even connect.  If there's a 4G outage, why am I not getting 3G or how do I get it to use 3G??

When is the fix coming?
