What are "Account Charges" on my bill? They are in addition to the per line charges.

There are "Acount Charges" on my bill but no detail.  What is that for, and why has it gone up?  Also, I did not change my phone plan, but those charges went up also.  WHY???  I stayed with Verizon because my old plans were reasonable.  They are not reasonable anymore.
