$35 service activation fee on wireless prepaid broadband?

I have read discussion of a $35 service activation fee for wireless prepaid broadband.
Is this correct for prepaid?
Is this correct for postpaid?
background: I travel some months, but mostly not. But a couple of times a year for a month or two at a time I would like to use wireless broadband. I would prefer prepaid as there is never an issue of running over on usage.

It's correct for both. The $35 activation fee is a one time fee.
