I have TravelPass. When in Europe, do I treat calls within Europe as an International call? For example do I add the country code?

Yes, for all calls you add the international access prefix of + and then the country code.
So calls to USA will be +1 123 456-7890
And calls to France while in France will be +33 1 23 45 67 89
You get the + symbol by holding in the zero key
Make sure you have dial assist turned on with your iPhone
Calls to the same country you are in or to the USA are not charged international long distance on TravelPass, while calls to other countries will be charged international long distance.
