Is it possible to activate the phone while in an area without local Verizon coverage?

I just purchased a prepaid phone from an area in Tennessee I'm planning on moving to withint the next several months because I needed a local number for that area. I should have activated the phone before I left, but I didn't think it would be an issue I am currently in southeastern Kentucky where Verizon does not have local coverage but I THOUGHT they used signal from towers from a local CDMA provider in this area, who has a roaming agreement with them. Do I have to pick up from Verizon towers to fully activate this phone? Actually, I activated the phone online and got my number, but now I can't dial the *228 to program the phone. Will I need to pick up from a Verizon tower to do that?

Annnnd, once I do get it activated, can I have the prepaid phone to forward calls if necessary?

Thanks!!

Yes, You have to be in a coverage area for the intial activation, once it's activated you can use it in the other as long atleast roaming, mind you will be charged roaming rate but yes, first activation must be in ccoverage area
