I am not really sure what you are asking here.
You can download Spotify from the Play Store. As far as I know, it works on cellular OR wifi.
As to your 2nd post that most droid apps only work on wifi, that is not the case. All of my apps will work on cellular OR wifi.
Regardless who your internet service provider is, you could still use a wifi router simply by going out and purchasing one. Unless you have an unlimited cellular data package thru Verizon, this could be greatly beneficial to you simply by lowering your data usage when at home.
