Droid Razr Maxx HD stuck in emergency call mode - how do I fix?

Have tried soft reboot, plugging into charger, etc....reboots into Emergency Call mode

I definitely understand how frustrating that is. Please go to Phone>Menu>Emergency call. You will be able to deactivate it here.
