Issues: Keyboard L + R Buttons?

After updating to the newest OS I noticed that whenever I was charging my phone a new option appeared on the notification that asked me to choose a keyboard type. I ignored it for a while then one day while the screen glitched I accidentally pressed it and it took me to a screen that has 4 brackets around a black screen that almost looks like it's meant to be part of a camera. On the right hand side or bottom (depending on whether holding upright or on its side) there is a button with a capital L, a button with a capital R, and a button with a keyboard icon. When you click on the keyboard it takes you to a full keyboard but when you type it doesn't appear in any field. At this screen you cannot exit out, press back, or otherwise leave the screen. When you black out the screen and turn it back on it goes to the same screen without requiring you to enter your passcode to get into the phone. When you turn the phone off or reset, it will temporarily allow you to the normal screen then take you back. I also cleared the system cache and the problem has persisted.

I couldn't say that it otherwise functions perfectly since there are multiple issues with slowing down, keyboard not working, tilt screen not working, phone not working, but they generally work well enough after repeated attempts.

I'm really trying to avoid a factory reset, but am even more baffled as to what in the world could cause this since it's clearly part of some program or feature since it's fully developed and not a glitch.

Any help would be greatly appreciated, thank you!!

You could try uninstalling any recent apps, or boot into safe mode, or .... Factory Data Reset (which you'll probably end up having to do anyway).
