How do I stop the new pop ups upon unlock? I already did a hard restart.

My Father was having the same issue on this Droid Turbo (1st edition). It was a 3rd party app / lock that he installed from Google Play. I went into the apps and found the one in question and deleted it. I then showed him how to use the built in options / settings to setup an OEM lock pattern etc.
Let us know if you find the app that is the culprit and get it resolved.

Ads on the unlock screen. Seems to be when the phone is plugged in to the charger.
If they are truly ads and not notifications, then I would look at your applications and remove the ones with questionable permissions.
