verizon missed delivey

I upgrade order oct 10/31 2022

and shipped nov 11/1 2022

now 1/4 2023 not delivered  

i chatted 7 times for 2 month

Finally today they said "order completed bacause  they shipped 11/01  SO NO REFUND " 

I can not understand  Because order status is not delivered on verizon online . 

Does antbody know this matter? 

Will i contact BBB or UPS ?
