BYOD Rebate Trouble

I have been rejected 2x for the March 2021 BYOD 300$ Rebate. The most recent rejection states:

The line associated with this rebate is either not a new line of service or wasn't activated within the eligible dates.

These were the requirements (which I meet them all):

Bring your own 4G or 5G smartphone - (Apple iPhone 11)
New Line Required - (Added a 4th line, account previously had 3)
Unlimited Plan Required - (Start Unlimited)
Consumer Accounts only - (Yes)
Participating Locations Only - (The store I activated the new line was the one to inform me of the deal)

Receive a $300 Verizon eGift Card when you add a new smartphone line with your own 4G or 5G smartphone on an unlimited postpaid plan between 2/18/21 - 3/31/21. - (Rebate form has date received of 3/9/21)

I have spoken with the rebate center and they are no help. This is getting frustrating.

It is important that you get a great value from your service. Was the iPhone 11 activated on the new line?
