I purchased a prepaid starter kit at Target for use in an unlocked Canadian iPhone 6 for a trip to Maui. I could not activate the SIM card in my phone either personally, with Verizon telephone support, or with live tech support at a Verizon corporate store. I was told Verizon could not refund the purchase and to return to Target. Target said they would not refund the purchase either. Has anyone had experience with resolving issues like this?

Target and Verizon seem to be at war, or stalemate, with Verizon saying Target is not properly activating Verizon sim cards...and Target saying that it's cash register system is not recognizing the activation barcode.
The recommendation is to purchase the sim at another store, i.e. not a Target store.
