How do I report a service outage without my phone?

So I called the tech support number to report an outage in my area (618 area code). The que line recording told me I could easily do this by logging in to My Verizon. There is nothing in My Verizon pertaining to outages. I had to search the site just to find this message board. I've seen on one of the other discussions that the only way to find out about an outage is to call the number that directed me here. Pretty sad that Verizon doesn't have anything set up on their website to report outages. At&t does.
