calling restriction

I keep calling one phone numer and am met with the message "we're sorry, the number you have dialed has calling restrictions that has prevented the completion of your call, announcement 19 location 459066" 
What does this mean?

The owner of the number blocked your number from calling them, or their number is not currently active
