Cannot send messages on TCL Flip Pro

I downgraded from an iPhone to a TCL Flip Pro but have not been successful in sending messages from the Flip Pro. I have already deactivated iMessage, so theoretically (or so I was informed) I should be able to send text messages now. However, I am still unable to do so.
