Trouble with Transfer Content app: Google play restricts "access all files" permission on Android 11

Verizon transfer content app works fine from my old phone (everything I want transferred is captured). The process fails when it goes to write my documents and messages to my new phone. Nothing is written, I believe because the app permission for files is set to "Media only". I do not even have the option for access all files. I have tried deleting the content transfer app, and reinstalling hoping to reset the permissions. Again it only allows me to select none or media only. I have tried changing permissions in all of the correct ways and access all files never comes up. I read Android 11 restricts access to all files almost universally. How can I get the documents and messages files from my old phone over to my new phone without "access all files" permission? My new phone is a TCL 20 Pro 5G w/o a SIM card.
