My phone goes to voicemail. I keep getting message 3 switch 64-2. Bill is paid. What can it be. HELP
Can you try to call their test call service? #832 let me know what you hear, (also try to reboot your phone before calling that number, make sure to include the '#')
The message is still 3 switch 64 Dash 2 it says it can't complete my call

I wish I can fix it for you yesterday, but I think we need the help of the experts. Try this link, http://vzw.com/contactus , select the 'chat' option then poof, you'll be with a specialist in no time. Also, I think they will manually activate your phone, the step(s) varies depending on the make and model of the device but I'm sure they will be able to fix it for you.
Does it go to voicemail when you call out to another number or is it when you try to access your voicemail? There isn't enough information to provide a possible suggestion.
The only thing I can think of is calling customer service at 1-800-922-0204 from a landline or *611 from another Verizon phone and asking the rep to reset the voicemail feature from their end.
