I WOULD LIKE TO DOWNLOAD MY PICTURES FROM MY SAMSUNG S6 TO MY MICROSOFT SURFACE, CAN ANYONE HELP?

I would set up (if you don't already have it set up with your Surface) a One Drive account.  Then save, sync, upload the pics on your S6 to a folder on the same One Drive (log in to the One Drive app using the same ID as you have on the Surface).  The Surface will then have access to all the photos.

I use One Drive for photo backup, so even when I change phones, the photos are all saved to One Drive and I can see them all on my computer.
