FIOS mobile on Android wants permission to make and manage phone calls

Does that mean only phone calls related to the app working, or more than that? I am reluctant to give that permission.

If you are concerned about it, I would suggest reaching out to the developers of the application and asking them. The Play Store listing of the application lists the developer's email specifically so customers can send questions and description of issues to them.
