You can restrict the total data usage through the Data Usage settings in the Phone Settings.

You can set apps like Facebook, Google Play etc... to only update when on Wi-Fi.  Anything you are looking for as real-time leave on either Wi-Fi or Cellular Data.  Don't use Verizon Cloud to back up Pics and contacts.  Set your phone to back up to Google for contacts and use Google Photo to backup your pics to Google Drive.  Disable any app that is not required for the system to run, that you do not use. This is a start
