How come I can't send or receive pictures on my LG Vista ?

Being able to send/receive multimedia from your device is absolutely something that we want your phone to be able to do without trouble. Let's figure out what is going on and get those pictures on their way. How long have you been having trouble with sending/receiving these type of messages? Does it happen with specific contacts or numbers or everyone? When you try do you receive any specific error messages?
