I have a prepaid account and I am not able to send and receive text messages or surf the net while I am on the phone. I currently have a Samsung Galaxy S6. Does anyone else have this issue?

Yes, everyone with that device would experience that, unless connected to wifi.

It let's me surf the net on WiFi but it does not allow me to receive any messages... When I had my S5 I could do both without any issues.

That's correct, Samsung built the S5 with 2 CDMA radios which would allow that to work, the S6 & S7 have just one.

You're welcome, I know what you mean. Your new phone is capable of using the newer 'voice over LTE' technology though, which would allow for simultaneous voice/data/text, it's just not available yet in all areas or on prepaid accounts yet. As it continues to roll out that will likely change and work in the future.
