Transferring from phone to computer

I have no WiFi at home,but at work. I download things from it onto my phone but when I connect   it to my computer it rarely lets me open it to peruse the files as a detachable drive like a flash drive. How do I get my phone to communicate with my computer every time I connect it?

What does happen?  If the phone recently updated to Marshmallow, then charging is the default action for a USB connection to your computer.  Swipe down on the notification bar after the phone is connected, and change the connection to data transfer mode.
