USB tethering charge

I know that mobile hotspot on Verizon has no additional charge above normal use of data. Is the same true with USB tethering (phone to laptop)? I can't find any information about that. Also is there any advantage of one versus the other (mobile hotspot vs. USB tethering)? Is one faster than the other?
