Why Am I Recieving An Emergency Message On My Device?

Upon opening my phone I get a message "EMERGENCY" and it asks for a number. Can't get out of it.

I just started receiving an emergency screen on my Motorola droid and it wants a password.  I have tried 6 passwords including my Google and the warning that I have 4 more tries or it will reset and I lose all info. HELP
