Is it possible to transfer available balance from a activated prepaid phone to another activated prepaid phone

No.  Prepaid balances are not transferable or refundable.  If you were activating another phone on the same prepaid line, I have seen cases where the balance was transferable in that manner, but not from one active line to another active line.
