How do I find out how much is owed on this phone so I can get it off the no pay list and use it? The person I bought it from bought it from Verizon and switched it to another carrier and paid it off through that carrier. I just want to use it with my Verizon prepaid account.

That's now how it works. You can not take a Verizon agreement and just move it to a other carrier to continue paying off.
A port/disconnect would cause the loan to default on the next bill. If that isn't paid, the phone gets locked for non pay.
