Unable to send free message to Belarus 375

Unable  to send free message to Belarus  +375.... I am on $70 prepaid plan with Unlimited messages to over 200 countries and Belarus in the list, but when I trying to send a message it failed and receiving notice insufficient funds for message delivery

We definitely want you to be able to use your device to it's fullest ability. Have you already spoken with Prepaid services regarding this issue? Has there been any other numbers to test while texting Belarus?

No. I didn't spoke with CS.

Trying to text to another number

Insufficient Fund for message delivery

Also, I cannot send message to

+441111111111 UK

But able to send +521111111111 Mexico

Able to send Canada

Not able to send to Bermuda +1 441 111 1111

So I can send messages only to Canada and Mexico.
