Voice Mail, can't set up voice mail, get busy signal

My plan is prepaid and I've gone without voice mail for a year.  Now when I enter *86 send, I get a busy signal.   I have tried holding down 1 and also  *228 send then option 1 - still no voice mail.  Can anyone tell me how to set up my voice mail?

There is a time limit to set it up. Just call in and have it activated
