No, cloud is not included with Prepaid.  Is this a smartphone or basic?  I believe basic phones still have access to backup assistant, but smartphones now use Verizon Cloud which used to BUA.  For smartphones you can use Google Drive/Gmail, Dropbox, OneDrive, etc....
