My contract is going to expire next month and when I look at the options, it looks like I can get a much better deal with a prepaid plan over a contract. That seems weird. So, why would I sign up for a contract, that has the access fee and the mobile hotspot additional fee, which adds about $30 to a monthly cost - that isn't there if I get a prepaid plan?
Am I missing something?

You can look at the prepaid plans here http://spr.ly/65848BOA0 and the traditional plans here http://spr.ly/65858BOAF to compare the two packages. One other difference would be in purchasing the device. With a contact account you would have the option to pay for your device in monthly installments using the Device Payment Plan, with prepaid service you would need to purchase your device in one payment.
