Adding Trusted Contacts

I got two phones one for my son one for my daughter, I was able to add trusted numbers to my sons phone no problem. But, my daughters I cannot add any to my daughters, it just doesnt allow it. When she tries to text out to someone it says it is restricted by the owner. I have not set any restrictions on her phone as of yet. I have been on hold for verizon for 30 minutes now. Any ideas?
