Is there a way with usage controls to block all calls/texts except from trusted contacts but NOT block data?

You could set a limit on voice minutes (a very low one or 0) and a limit on messaging (very low or 0). This will block calls and texts for your bill cycle but not data and the user can still receive calls/texts from trusted contacts.
