Family Base Restricts Texts Even When Data Limit is not reached

I had family base data restricted on my son's iPhone at 4Gb.  I noticed he was close to 3 Gb so I increased it to 5 Gb.  It still is only at about 3 Gb, and suddenly he is no longer getting text messages. No other features were changed,  only the data restriction, which he hasn't even reached the original 4 Gb I set it to.  This "feature" has constantly created issues where important texts to him aren't even getting to him.  It almost is not worth it to have Family Base when it seems to be causing more issues than it is worth.

Is it restricting iMessages or SMS messages or both?
