I don't know how and what controls are you going to need to locate a family member who has been doing things to get into a club that is not nice

You cannot track someone without that person knowing they are being tracked.

If you use Verizon's services, the person will get a text that they are being tracked.

If you use Google services or Apple services to track, you would need access to the phone to set it up, which I doubt you have.
