It seems there is a monthly charge of $9.99 for the Family Locator feature. Is this correct?

Yes.

I would suggest something like Life360 as a free alternative if you have all smartphones on your account

What phones do you have. For iPhones - use Find My iPhone feature. For Android use Google device locator. I don't know the LIfe360 app, but rcschnoor knows whats going on with that.
