I have set time restrictions on my son's phone from 9 pm to 6 am during school nights but he still can access everything text, call, internet, and games. Am I doing something wrong?

How long has this been a concern? I have never had the restriction work, he has had the phone since April 13.
Have the restrictions ever worked correctly? see above, I created custom restrictions and I have used the night restrictions and neither work.
