Hello there BEVDEI78 and thank you for reaching out to us regarding this matter. When it comes to our devices, all phones are locked to our network for 60 days after purchase. Once those 60 days have passed, the device is unlocked provided it does not appear on any negative list. You can then use the phone with any carrier provided you have their SIM card.     AS i read your answer I question why you are not asking about the possibility of adding the international coverage thru Verizon and  asking what plan they are on as well as the possibility of having TravelPass days accumulated instead of going straight to device possiblely locked onto Verizon for first 60 days or longer thru contract.
    My question is, why not try and sell the services from VERIZON whom you collect your paycheck from instead of losing a customer? Just my thoughts and describes some of the issues and/or concerns I have with Verizon and their Customer Service Represenatives, I feel they really do not care and are just answering anyway they can, with the least amount of effort to collect their paycheck. Did I hit it dead on the nose Candice? Just asking....
