Bluetooth calls when phone locked

When will the Samsung Note 4 get an update that will allow it to make Bluetooth calls when the screen is locked. The phone can accept incoming calls but cannot make them when the screen is locked and if I am driving and get into an accident and the physical phone is not within reach I could be in trouble.  This also is a violation of hands free usage in California.  FYI: I am talking about using a Bluetooth headset as I have an older car without Bluetooth capability.
