Cant Access Chat settings in Messages after S9+ System update 13

So my phone had a pushed OTA system update by verizon. It was titled nothing more than system update 13. When I opened my messages app, it told me about new features and sent me to the attached screen, but i cant access a get started button. I was able to get to my messages but now I cant access the chat settings without getting stuck on said screen 

I read the terms and privacy policy and I cant scroll to find a get started button...
